System Preferences put behind Password

I was wondering if there was a way to put System preferences, for Macs, behind a password for the user and admin accounts. Currently we have a way to access system preferences only through the admin account by blocking it as an app that can be opened with an only allow list profile. I would like to find a way to make system preferences still accessible but behind an admin password for all users. Is this possible?
