Apps will not install

I have 10 ipads and the teacher has requested apps on 9 of them and different apps on the 1 left. I have licenses for each one. I have made filesets for each one. But they will not install. For example--I have Osmo Numbers--I have 20 licenses according to license management. I have created an association with this fileset and the 9 ipads (More than once). I have looked at the  Client Info and Osmo Numbers is not listed in any tab. I have updated the model several times. What am I missing? I don't think this should be this hard. Do you have acknowledged commands in the device's Client Info > Command History for any or all of the commands listed?
